ASM does not Start only via 'srvctl': PRKS-1009, ORA-00119, ORA-00132, ORA-01078 (Doc ID 1457634.1)

ASM1 fails to start up only when srvctl is used (does not occurs when using sqlpplus)

Symptoms

Removing and adding back the ASM resource into the OCR (via srvctl commands), do not help.

Also in this case, it was not possible to use the suggestion given in <NOTE:804975.1> (DBCA Creates a RAC Database But at the End Shows PRPP-1001 and CRS-0215) because there is not database instances yet registered in the OCR and associated with the ASM instance.
