Symptoms

Pro*COBOL precompilation fails with RC=8 , and message 'PCB-S-00106, Unable to open INCLUDE file "copybook-name"'    is issued.
The copybook name specified in the EXEC SQL INCLUDE statement is present in one of the libraries in the SYSLIB DD concatenation of the Pro*COBOL job step.
