TNS-01153 and NL-00303 starting the TNS Listener (Doc ID 1463349.1)

This error combination can occur on any platform including Linux and UNIX flavors

One environment was:
Oracle11gR2 ( on Microsoft Windows x64 (64-bit) 2008

When attempting to start the Listener, the following error may be displayed in the LSNRCTL screen:
TNS-01153: Failed to process string: ... (followed by abnormal characters)

The listener log may also show:
NL-00303: syntax error in NV string


Possibly a new installation
Also, ADR logging may have been set to a custom location
