Symptoms

Environment:
This error combination can occur on any platform including Linux and UNIX flavors

- One environment was:
Oracle11gR2 (11.2.0.3) on Microsoft Windows x64 (64-bit) 2008

When attempting to start the Listener, the following error may be displayed in the LSNRCTL screen:
TNS-01153: Failed to process string: ... (followed by abnormal characters)

The listener log may also show:
NL-00303: syntax error in NV string


- In another situation, a newer version (21c) running on Microsoft Windows had strange (corrupted) characters after TNS-01153 but 19c was working fine.


Changes

Possibly a new installation
Also, ADR logging may have been set to a custom location
