ORA-04030 when recompiling large PLSQL packages (after upgrade to E-Business Suite 12.x)

The following PGA memory consumption symptoms were observed when using E-Business Suite to 12.x
- Since having upgraded E-Business Suite to 12.x there are ORA-04030 reported when recompiling large APPS package bodies.
SQL> alter package APPS.XLA_00707_AAD_S_000011_PKG compile;
SQL> alter package APPS.XLA_00707_AAD_S_000011_PKG compile body;
ORA-04030: out of process memory when trying to allocate 4064 bytes (PLS CGA hp,pdzdM80_Allocate_Block)
- View DBA_SOURCE confirms the affected package body has more then 400.000 lines of code
SQL> select count(*) line from dba_source
where owner='APPS' and name ='XLA_00707_AAD_S_000011_PKG';
- The corresponding trace file confirms that the top memory allocation is caused by heaps labeled:
E-Business Suite was upgraded to 12.x
