Symptoms
On : 11.2.0.3 version, RDBMS
When attempting to shutdown the database the following error occurs:
ORA-450: background process 'CJQ0' did not start
ORA-443: background process "CJQ0" did not start
The issue can be reproduced at will by shutting down the instance.
