Unable To Proceed With Upgrade Due To Materiealized View Refresh That Never Completes (Doc ID 1467392.1)

Symptoms

Customer ran the script from the Upgrade Guide, Verifying That Materialized View Refreshes Have Completed.

This is the original query which returns 32000+ records. 
SELECT * FROM sys.obj$ o, sys.user$ u, sys.sum$ s
WHERE o.type# = 42 AND bitand(s.mflags, 8) = 8;

It was modified to select only the distinct object names.

SELECT distinct o.name  FROM sys.obj$ o, sys.user$ u, sys.sum$ s WHERE o.type# = 42 AND bitand(s.mflags, 8) = 8;

The refresh was never showing as complete. Therefore, the customer was unable to proceed with the upgrade.
