ORA-2266 When Partition Referenced by FK Constraint and Partition Dropped (Doc ID 1469877.1)

Symptoms

A range-partitioned table (parent) is referenced via a foreign key constraint from another range-partitioned table (child).   A partition in the child table is dropped without error.  However, dropping the corresponding partition on the "parent"  table fails with "ORA-02266: unique/primary keys in table referenced by enabled foreign keys."

Changes

 The customer in this case reported this worked in 10.2.0.4.  However, running the testcase in-house at Oracle reproduced the issue for 10.2.0.4, as well.
