ORA-29283 On FOPEN Call When Connecting Locally (Doc ID 1470168.1)

Symptoms

Two different users are connecting to the same database.

Both users are said to be connecting locally (no connect string)
Both users have the same privileges and part of the same OS group.
One user works, the other user fails with the following error.
