Significant Streams Apply latency, as measured in dba_apply_process, after upgrade of a target database to 126.96.36.199 which is continually increasing.
Source database is 10.2.0.5.
No Latency was observed when the source and target were both running 10.2.0.5.
Upgrade of target database from 10.2.0.5 to 188.8.131.52.
