Symptoms

Attempting to execute the UTL_MAIL package results in the following error stack.

ORA-00600: internal error code, arguments: [psdnopGetACL-4], [6509],
[ORA-06509: PL/SQL: ICD vector missing for this package ORA-06512: at line 1], [], [], [], [], [], [], [], [], []
ORA-06512: at "SYS.UTL_MAIL", line 654
ORA-06512: at "SYS.UTL_MAIL", line 671
ORA-06512: at line 2

The UTL_MAIL works from other schemas but only fails from this one particular schema.
