Windows: Unable to Tnsping or Connect Using SQL*Plus From a Remote Client (Doc ID 1472931.1)

Symptoms

Attempts to tnsping or to connect from a remote client to a server on Windows 2008 yields the following error:
ERROR

TNS-12535: TNS:operation timed out

 

Tnsping on the server itself is successful.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Client:

C:\Users\MyOracle>tnsping test_live

Used parameter files:

Used TNSNAMES adapter to resolve the alias
Attempting to contact (DESCRIPTION = (ADDRESS_LIST = (ADDRESS = (PROTOCOL = TCP)
(HOST = hostname)(PORT = 1521))) (CONNECT_DATA = (SERVICE_NAME = LIVE)))
TNS-12535: TNS:operation timed out
