Symptoms

 While installing a PSU patch or patch that contains a group of patches via the opatch utility the following messages may be seen in the opatch log or patching fails with below message.

Skip patch <patch number> from list of patches to apply: This patch is not needed.
Skip patch <patch number> from list of patches to apply: This patch is not needed.
Skip patch <patch number> from list of patches to apply: This patch is not needed.
Skip patch <patch number> from list of patches to apply: This patch is not needed.

 or

Conflict checking amongst patches PASSED
Checking if Oracle Home has components required by patches...
Skip patch <patch number> from list of patches to apply: This patch is not needed.
CheckMissingComps: Cached file does not exist or is invalid, re-build prereq result.
OUI-67124:
After skipping patches with missing components, there are no patches to apply.
UtilSession: N-Apply done.
