Resolve TimesTen Error "TT5160: Failed to prepare Oracle objects for datastore duplication" When Using ttCWAdmin -start (Doc ID 1477698.1)

Goal

 Running ttcwadmin -start with VIPs setup in CRS.  This is a setup with AWT cache group(s) and active standby pair replication scheme.

> ttCWAdmin -start -dsn <mydsn>
Starting Cluster resources with Oracle clusterware
Successful connection with Oracle clusterware stack
Cluster resources and apps are starting

No error is returned to the user's prompt on ttcwadmin. When checking the standby's database, the database was not created.

Checked the standby's ttcwmesg and found the following error:

TT5160: Failed to prepare Oracle objects for datastore duplication: File bdbConnect.c, Line 4507, (ORA-12154) ORA-12154: TNS:could not resolve the connect identifier specified
