ORA-30091 during mview refresh.

ERROR at line 1: 

ORA-12048: error encountered while refreshing materialized view 
ORA-12018: following error encountered during code generation for 
ORA-30091: secondary translation table not loaded 
ORA-06512: at "<table name>", line 289 
ORA-06512: at line 1 

Changes

 Setting dst_upgrade_insert_conv=true.
