Symptoms
11gR2 Grid Infrastructure Standalone (Oracle Restart), stack fails to start, as grid user:
$ crsctl start has
CLSU-00100: Operating System function: open failed with error data: 13
CLSU-00101: Operating System error message: Permission denied
CLSU-00103: error location: scrsval4
CLSU-00104: additional error information: cant open file
CRS-4000: Command Start failed, or completed with errors.
$ ls -l /var/opt/oracle/scls_scr ##>> depend on platform, it can be /etc/oracle/scls_scr
/var/opt/oracle/scls_scr: Permission denied
