Sqoop list-databases fails with ERROR manager.OracleManager: The catalog view DBA_USERS was not found (Doc ID 1481040.1)

Trying to use list-databases via SQOOP and connecting with the Oracle JDBC Thin driver and getting the following exception:

sqoop list-databases --username <USER> --password <PASSWORD> --connect jdbc:oracle:thin:@<HOSTNAME>.<DOMAIN>:1521:ORCL
