Symptoms

In the following case, <node1> is the active node, Grid Infrastructure (GI) on <node2> is unable to startup after reboot.

1. ocssd.log of <node2> shows IP <PRIVATE_IP2>(private network) is being used, but <PUBLIC_IP1>(public network) is being used on <node1>:
