Cannot exchange table partition with Text index created before 11.2.0.3 upgrade

Symptoms
After upgrading a 10.2.0.x database to 11.2.0.3, errors are encountered during an ALTER TABLE EXCHANGE PARTITION.
(1) When 'reconnecting' an exchange_table (MESSAGE_P00001 in the below example) that was created BEFORE the upgrade:
The errors do not occur for a partitioned table that was created AFTER the upgrade.
The errors do not occur if the database is upgraded to 11.2.0.1.
Changes
Database was upgraded to 11.2.0.3.
