11gR2 GI listener goes offline as it has huge number of socket open (Doc ID 1482498.1)

Symptoms

11gR2 Grid Infrastructure, listener goes offline intermittently:

 

ps -ef |grep tnslsnr
oracle    9239     1  0 Oct08 ?        00:00:12  /ocw/grid/bin/tnslsnr LISTENER -inherit

srvctl status listener
Listener LISTENER is enabled
Listener LISTENER is not running

 

Connecting to (DESCRIPTION=(ADDRESS=(PROTOCOL=IPC)(KEY=EXTPROC1521)))
TNS-12547: TNS:lost contact
 TNS-12560: TNS:protocol adapter error
  TNS-00517: Lost contact
   Linux Error: 32: Broken pipe
Connecting to (DESCRIPTION=(ADDRESS=(PROTOCOL=TCP)(HOST=racnode1.us.oracle.com)(PORT=1521)))

TNS-12537: TNS:connection closed
 TNS-12560: TNS:protocol adapter error
  TNS-00507: Connection closed

 

TNS-12518: TNS:listener could not hand off client connection
 TNS-12560: TNS:protocol adapter error
  TNS-530: Protocol adapter error
   Linux Error: 24: Too many open files

..
WARNING: Subscription for node down event still pending
