MFS:mSync Error:CNS 9031:Cannot Open File(Application Deployment)

On : 10.3.0.3.0 version, Mobile Client For MS WINDOWS MOBILE
When attempting to synchronize the mobile client
the following error occurs.
CNS 9031:Cannot Open File(Application Deployment
The issue can be reproduced at will with the following steps:
1.Installed MFS on PPC device.
2.Open Field service application and updates sent from device(task update/note added for example)
3.Got Error CNS 9025 ASG_USERS_INQ_INFO unique constraint violated.
4.Hit mSync again got the same error-Junk files got created in OraCE folder-keeps on increasing on no of times the sync happens
5.when trying to hit msync again, device strucks synsc taking more time due to the junk files
6.User soft resets the device
7.This time user hits mSync got the error-mSync Error:CNS 9031:Cannot Open File(Application Deployment
