Same setup works fine for 22.214.171.124.0 and 126.96.36.199.0.
However in 188.8.131.52 asm alert.log and ASMCA report errors:
ORA-00600: internal error code, arguments: , , , , , 
That is why you can't use a DID device with 184.108.40.206.0. The devices are configured correctly. They are owned by oracle:dba with permissions 660 (we are using dba as the asm group). You are only using slices 1 and 3. This behavior started in 220.127.116.11.0 where you started getting PRVF-5150 warning about not being able to write to the ASM disks and when you start 18.104.22.168.0 installer, Oracle Grid 22.214.171.124.0 Reports incorrect size of slices.
Error is asm alert.log:
ERROR: diskgroup OCR_VOTE was not created
ORA-15018: diskgroup cannot be created
ORA-00600: internal error code, arguments: , , , , , , , , , , ,
