Symptoms

The following error is reported in the Messaging Gateway Agent MGW log file

oracle.mgw.common.GatewayException: [221] Failed to access MQSeries queue: Completion Code '2', Reason '2085'.

The target queue for outbound propagation on the Websphere MQ side is a cluster queue.
