Remove Assinged Devices From User Using APIs (Doc ID 1489822.1)

Symptoms

We cannot remove the assigned device from user using Oracle APIs, because the device will be removed from DB, but it is still in the cache.

We note a restart of the Mobile Server clears the Cache and we no longer see the device
