Symptoms

The number of sessions in the V$SESSION view is far greater than what you customarily find -- perhaps two or three times as many sessions as usual.  When you examine V$SESSION, you find that the USERNAME for most sessions is NULL, but the sessions are listed as being active.  The customers accessing the database may report logon timeouts.

The majority of the wait events in V$SYSTEM_EVENT is on the null event.
