Symptoms
On : 10.2.0.3 version, RDBMS
the following error occurs.
ERROR

ORA-00020: maximum number of processes (1500) exceeded
The backups fail and the databases are unavailable - cannot login in as sys
Changes
The max process has been increased recently from 1000 to 1500 on the database
