RAC on Windows 2008: IP Addresses for Host, VIP, and SCAN Get 'Scrambled' upon Reboot

After restarting a node in an Oracle Real Application Clusters Windows 2008 or Windows 2008R2 or Windows 2012 or Windows 2012R2 cluster, DNS occasionally picks up the VIP address instead of the actual server IP address.  

In some cases, repeatedly rebooting the node eventually allows DNS to pick up the correct address.
