Very Large TNSNAMES.ORA File Can Cause Delay at Connect Time (Doc ID 1508110.1)

Symptoms

There is a noticeable delay at connect time using both SQL*Plus and any application.  Once the connection is established, the performance is normal and no other connection issues arise.  You might also notice that tnsping exhibits the same sort of delay.   The client in this case is referencing a tnsnames.ora file versus an LDAP server. 

Changes

There may have been recent additions to your tnsnames.ora file or it has been copied from another client's machine.
