Goal

When you try to create or drop the tablespace, you will face slowness and the tkprof report of will show the below SQL on the top based on elapsed time:

Cause:

The file "offline_dictionary.ir" file is created as a result of a 11g new feature which has introduced a free "health monitor" using the dbms_hm package. Automatic Health Monitoring proactively checks the health of the database and identifies any issues affecting the database.

DBMS_HM package creates the offline dictionary using dbms_hm.create_offline_dictionary. The generated file name is "offline_dictionary.ir".
