Logical Standby Database Alert Log Reporting ORA-19815 Even when V$flash_recovery_area_usage Shows 0% Usage (Doc ID 1512471.1)

At standby site, in a logical standby environment, the alert.log shows repeatedly the following message:

  ORA-19815: WARNING: db_recovery_file_dest_size of 34359738368 bytes is 100.00% used, and has 0 remaining bytes available. 

 Yet query of v$flash_recovery_area_usage shows:
