Problem With Queries With Oracle Lite 10.3 (after Migrating From Oracle Lite 10.0)

When attempting to upgrade an MDK only environment from 10.0 to 10.3.0.3 on MS Windows , attempts to execute the sql statement:
SELECT count(1) FROM V_PAB_QUERY WHERE ((((((PARTNERSHIPOWNERID IN ('MM-O-8E32E01E', 'MM-O-7F81842C', 'MM-O-7F81842C')) OR (PARTNERSHIPMEMBERID IN ('MM-O-8E32E01E', 'MM-O-7F81842C', 'MM-O-7F81842C'))) AND (MEMBERID <> 'MM-O-8E32E01E')) AND ((ISPRIVATE = '0') AND (PARENTID <> 'MM-O-8E32E01E'))) AND (ISVISIBLE = '1')) AND (((UPPER(LOGIN) LIKE UPPER('%axa%')) OR ((UPPER(LASTNAME) LIKE UPPER('%axa%')) OR ((UPPER(FIRSTNAME) LIKE UPPER('%axa%')) OR ((UPPER(COMPANYNAME) LIKE UPPER('%axa%')) OR (UPPER(ORGANIZATIONNAME) LIKE UPPER('%axa%')))))) AND (UPPER(ROLEID) = UPPER('Garage')))) ORDER BY PARENTID ASC
