rconfig fails with error message " The cluster is not configured or is not running on node NODE_NAME" (Doc ID 1517394.1)

Symptoms

Case 1: When nodes name's specified in lower case in ConvertToRAC.xml file
 
  <n:NodeList>        
          <n:Node name="node1"/>
          <n:Node name="node2"/>
  </n:NodeList>


 Errors:
 -------
  Index of localNode in HostItemlist=-1
  oracle.sysman.assistants.rconfig.engine.InvalidConfigurationException: Node
  that has single instance database running should be specified in the
  NodeList. Please specify node NODE1 as part of NodeList.

Case 2: When nodes name's specified in upper case in ConvertToRAC.xml file
Input:
------
 <n:NodeList>        
         <n:Node name="NODE1"/>
         <n:Node name="NODE2"/>
 </n:NodeList>

 Errors:
 -------
 <ErrorDetails>
              The cluster is not configured or is not running on node: NODE1
 </ErrorDetails>
