ASM Instance Shutdown operation failed with sculkget lock held (Doc ID 1520546.1)

Symptoms

 You are attempting to shutdown your ASM instance.

Errors are received in the ASM alert.log, such as the following:

General Configuration Capture Failed (ignored):
ORA-48251: Failed to open relation due to following error
ORA-48122: error with opening the ADR block file [/u01/app/grid/diag/asm/+asm/+ASM1/metadata/DFW_CONFIG_ITEM.ams] [0]
ORA-27041: unable to open file
Linux-x86_64 Error: 13: Permission denied
