Windows: Ora.LISTENER.lsnr Status goes to INTERMEDIATE CHECK TIMED OUT (Doc ID 1523366.1)

Symptoms

The local listeners or scan listeners will be unreachable and the status shows  either INTERMEDIATE or UNKNOWN CHECK TIMED OUT.

We can see that lot more cmd.exe processes are hanging in Task Manager.

Other symptoms we may see when hitting this issue are:

o TNSping reports TNS-12541 TNS:No listener
o LSNRCTL services errors with TNS-01189: The Listener could not authenticate the user
o LSNRCTL status hangs
o Java Application log reports - java.sql.SQLException: Io exception: The Network Adapter could not establish the connection
