srvctl add database fails with CRS-2566 due to lack of permissions on application vip resources (Doc ID 1523574.1)

On a cluster which has application VIPs configured adding a database resource via srvctl fails with error:

$ srvctl add database -d <dbname> -o <oracle_home>
PRCR-1006 : Failed to add resource ora.<DBNAME>.db for <DBNAME>
PRCR-1071 : Failed to register or update resource ora.<DBNAME>.db
CRS-2566: User 'oracle' does not have sufficient permissions to operate on resource '', which is part of the dependency specification.

User oracle has the following id:

$ id oracle
uid=100(oracle) gid=200(dba) groups=200(dba),300(oper),250(oinstall)

The application vip ACL is like:

$ crsctl stat res -f |grep ACL
