srvctl add database fails with CRS-2566 due to lack of permissions on application vip resources (Doc ID 1523574.1)

Symptoms

On a cluster which has application VIPs configured adding a database resource via srvctl fails with error:

$ srvctl add database -d PROD1 -o /oracle/app/product/11.2
PRCR-1006 : Failed to add resource ora.prod1.db for prod1
PRCR-1071 : Failed to register or update resource ora.prod1.db
CRS-2566: User 'oracle' does not have sufficient permissions to operate on resource 'sap.RAC.dbapvip', which is part of the dependency specification.

User oracle has the following id:

$ id oracle
uid=100(oracle) gid=200(dba) groups=200(dba),300(oper),250(oinstall)

 
The application vip sap.RAC.dbapvip ACL is like:

$ crsctl stat res sap.RAC.dbapvip -f |grep ACL
ACL=owner:root:rwx,pgrp:root:r-x,other::r--,user:sapadm:r-x,group:sapsys:r-x
