DBMS_XDB.DELETE_RESOURCE causing WAIT (Doc ID 1527104.1)

Symptoms

WAIT is caused when a DBMS_XDB.DELETERESOURCE is NOT committed even if the resources being deleted are 2 different resources but under the same folder.

 Session#2 WAITS until Session#1 commits or quits the SQL session.  This does not happen in 10.x.
