Create index on the interim table used by the DBMS_REDEFINITION

On 22.214.171.124 database when a local index pk_tst_tran_hist_new is created on the interim table between the step sync_interim_table and the step finish_redef_table instead unrecoverable changes are seen even though it is created with logging explicitly. Same is seen on Windows 126.96.36.199.
This behaviour is not seen on 188.8.131.52.
