Symptoms

 SQL> select name,platform_id,database_role role,log_mode,flashback_on flashback,protection_mode,protection_level from v$database;

NAME          PLATFORM_ID ROLE    LOG_MODE     FLASHBACK           PROTECTION_MODE      PROTECTION_LEVEL
--------       --------------- ------- ------------ ------------------ -------------------- --------------------
<DBNAME>               7    LOGICAL ARCHIVELOG   YES                   MAXIMUM PERFORMANCE  MAXIMUM PERFORMANCE

SQL> select instance_name,host_name,version,archiver,log_switch_wait from v$instance;

INSTANCE_NAME    HOST_NAME            VERSION   ARCHIVE LOG_SWITCH_WAIT
------------------- -------------------- --------- ------- ---------------
<Instance Name>   <hostname>            11.2.0.3. STARTED

SQL> alter database start logical standby apply immediate;
alter database start logical standby apply immediate

ORA-16100: not a valid Logical Standby database

Changes

 Primary and logical standby database rolling upgraded through SQL Apply
