TNS-04406 While Registering Configuring The Oracle Database With OID ( Oracle Internet Directory )

Symptoms
1. Initially issue reported running Netca tool. So, decided to create ldap.ora file manually as following:
DIRECTORY_SERVERS= (<OID_HOSTNAME>.<COMPANY>.com:<LDAP_NONSSL_PORT>:<LDAP_SSL_PORT>)
DEFAULT_ADMIN_CONTEXT = "cn=OracleContext, dc=<COMPANY>, dc=com"
DIRECTORY_SERVER_TYPE = OID
Note: This is just a sample where OID server is <OID_HOSTNAME>.<COMPANY>.com listening thru LDAP non SSL port and SSL port. Also OID realm defined was "dc=<COMPANY>, dc=com". This can change per each OID enviroment.
2. Then trying to register Oracle database with OID (Oracle Internet Directory) TNS-04406 message is displayed thru DBCA tool:
