AIX: Applying PSU Patch Takes Very Long Time (hours) After "Verifying the update"

Symptoms
Applying PSU patch, in this example, applying GI PSU 11.2.0.3.4 patch 14275572 on AIX platform, opatch apply hangs after the following is printed in log file:
Verifying the update ...
opatch log shows:
opatch napply /stage/patches/14275572 -oh /grid/11.2.0 -local
......
