TimesTen Database Showing 'down' State In EM Even when ttisql can connect just fine (Doc ID 1548001.1)

Goal

Why is the OEM showing the TimesTen db as down when I can connect to the db via ttisql?

OEM shows that TimesTen target and TimesTen database is down.  But one can connect to the database without problem.

Here is the ttstatus output:
