Symptoms

The function that returns sys_guid() in PLSQL has bad performance due to implementation in package STANDARD on Oracle 11g 11.2.0.3, Microsoft Windows x64 (64-bit), 2008.  This is generic to all Platforms on Oracle 11g 11.2 environment.
