Foreign Key (FK) Constraint Name Appears As ? Character (Doc ID 1550330.1)

Symptoms

The symptom is that SHOW CREATE TABLE does not properly display Foreign Key (FK) Constraint names anymore.

For example:

Changes

Upgrading to 5.1.69, 5.5.31, 5.6.11 introduces this problem, where if any non-latin1 characters appeared in the Constraint name of a FK, SHOW CREATE TABLE will replace them with ? characters.
