DSSIZE value for PERM_IN_USE_SIZE may not be accurate, too high, in certain circumstances

After a large DELETE was performed on a table containing out of line columns the value for PERM_IN_USE_SIZE in DSSIZE did not appear to take into account all the space freed up.
A ttcompact did help but again did not recover all reclaimable space.
The only way to reclaim this space was to use ttmigrate.
However this space was utilized over time with new data using it. There was no underlying unaccountable space but DSSIZE did not give a true indication of used space at face value.
A large DELETE was performed.
