Keyset cursor returns no rows with 18.104.22.168 Oracle ODBC Driver against UTF8 database

Using Oracle's 188.8.131.52 ODBC driver with a keyset cursor against a UTF8 database, an ADO Recordset may return no rows (rs.eof is true).
This behavior can also be observed using 184.108.40.206 Patch 7 or higher, but less than 220.127.116.11 Patch 11, Oracle ODBC Driver as well.
Behavior may be discovered as a result of an Oracle client upgrade.
