Keyset cursor returns no rows with Oracle ODBC Driver against UTF8 database

Using Oracle's ODBC driver with a keyset cursor against a UTF8 database, an ADO Recordset may return no rows (rs.eof is true).

This behavior can also be observed using Patch 7 or higher, but less than Patch 11, Oracle ODBC Driver as well.


Behavior may be discovered as a result of an Oracle client upgrade.
