Keyset cursor returns no rows with 220.127.116.11 Oracle ODBC Driver against UTF8 database

Using Oracle's 126.96.36.199 ODBC driver with a keyset cursor against a UTF8 database, an ADO Recordset may return no rows (rs.eof is true).
This behavior can also be observed using 188.8.131.52 Patch 7 or higher, but less than 184.108.40.206 Patch 11, Oracle ODBC Driver as well.
Behavior may be discovered as a result of an Oracle client upgrade.
