Symptoms

1. In 11.2, alter table add column hangs with wait event 'blocking txn id for DDL'.
2  AWR shows one of the top waits as 'blocking txn id for DDL'.

       
       

3. Also 10046 shows most of the wait time is on 'blocking txn id for DDL'.
