Symptoms
Executing "relink all" resets permission and ownership of files like extjob, jssu. The change of ownership/permission for extjob will cause external jobs to fail with permission error.
Changes
Executed "relink all" or a patch (like PSU) is installed which would have recompiled extjob, jssu etc.
