ASM Sporadically Fails To Start With ORA-29701: Unable To Connect To Cluster Synchronization Service and ORA-01031 (Doc ID 1558002.1)

After a reboot of a new server, ASM fails to start

ORA-29701: unable to connect to Cluster Synchronization Service.

You have already recreated the configuration with (deconfigure and then the command from ASMs and verified the the ownership of the /var/tmp/.oracle sockets, but ORA-29701 keeps reoccurring.

While you are not able to start ASM with with sqlplus, but 'svrctl start asm' works.

This is a fresh install using binaries. After a reboot, when you are trying to startup the ASM instance from sqlplus/SYSASM you get

ORA-01031: insufficient privileges


However you can issue a 'svrctl start asm' and ASM will come up. Once ASM is started once this way however, sqlplus begins working to start and stop the instance.
