EXADATA- 4 CELL NODES IN UNKNOWN STATUS TO ASM

Information in this document applies to any platform.
1) Exadata Database Machine configured with HIGH redundancy.
2) One cell01 goes down and this triggers all databases down which should not happen if one cell only is down in HIGH redundancy.
3) Moreover, this is consistently reproducing.

Symptoms

Exadata customer on 11.2.3.1.1 has issues with 5 cell nodes.
When cell 1 is down,  Cells 8 - 11 are in unknown header status status to ASM.
As such, all the disk groups are dismounted.
example from v$asm_disk
CLOSED UNKNOWN ONLINE
cells 8, 9, 10, 11: all disks

After reboot, we are seeing header_status unknown as below:
