Issue With Creating ACL session is exited the ACLs disappear with ORA-20001 Compressed tablespace XDB cannot be used (Doc ID 1561757.1)

The database has XDB installed and creates the required ACLs without issue or error.
The ACL's can be viewed after being created but once the session is exited the ACLs seem to disappear.


Even if the XDB is valid in the registry as shown below

SQL> column comp_name format a35
SQL> column comp_id format A12
SQL> col status for a10
SQL> column version like comp_id
SQL> select comp_name, comp_id, status, version from dba_registry;

COMP_NAME                           COMP_ID      STATUS     VERSION            
----------------------------------- ------------ ---------- ------------        
Oracle XML Database                     XDB              VALID          
Oracle Database Catalog Views       CATALOG       VALID          
Oracle Database Packages and Types  CATPROC  VALID
