Issue With Creating ACL session is exited the ACLs disappear with ORA-20001 Compressed tablespace XDB cannot be used (Doc ID 1561757.1)

Symptoms

The database has XDB installed and VALID.  The required ACLs are created without issue or error.
The ACL's can be viewed after being created but once the session is exited the ACLs seem to disappear.
