Crawling Buscomp Gives EQG-30059: Unable To Use URL Queue; Another Crawler Is Using It (Doc ID 1561826.1)

Symptoms

In this case, SES is set to crawl a Siebel source (buscomp).

The scheduler finished to crawl and index all the documents but hung in "EXECUTING" status.

The following document from My Oracle Support (MOS) was followed to change its status to "SCHEDULED" :

Yet, after running the suggested SQLs, the following error was received when attempting to run the job again:
